菲律宾政府工业贸易部门在8月12日发布一条命令说,由于Cemex公司Antipolo工厂水泥质量非常差而停止出售和发送该工厂的水泥,并且清理掉该工厂所有的产品。

Mexico's Cemex threatens Philippine plant shutdown
MONTERREY, Mexico - Mexico's Cemex, the world's No. 3 cement maker, threatened on Thursday to shut down a plant in the Philippines if the Manila government does not revoke an order stopping the sale of cement from the plant.
The dispute with Manila is another headache for Cemex in Asia. Cemex, which operates in more than 30 countries in four continents, is also at loggerheads with the Jakarta government about control of Indonesia's largest cement maker.
The Philippine government's Trade and Industry Department issued on Aug. 12 an order for Cemex's Solid Cement subsidiary to stop selling, distributing and disposing of all products from its Antipolo plant on grounds of poor quality.
Since the order, Solid Cement has continued to make cement at Antipolo. But because inventories are building up and warehouse space is running out that production may have to halt within days, the company said.
In a statement obtained by Reuters, Solid Cement said it is starting quality tests which are scheduled to be completed by Monday, August 30.
"August 30 is very crucial because the company will be forced to shut down its plant on that date unless normal operations resume," the company said.
Solid Cement said the question marks regarding the quality of its products were "unfair".
Cemex has three plants in the Philippines with an annual capacity of 5.8 million metric tonnes.
