It is the last state permit needed for the plant. However, there is pending litigation regarding the land reclamation permit and the Army Corps of Engineers permit for the harbor that will delay the start of the project.
Nancy Tulley, spokeswoman for Holcim, said the company anticipates further litigation on the air permit. "We anticipate being successful in litigation and by this time next year breaking ground," she said.
The permit, required under federal and state law, requires Holcim to reduce nitrogen oxide emissions, especially in the summer. Nitrogen oxide pollution is a concern because of the St. Louis' area's problems with meeting federal air quality standards for ozone, the department said.
Swiss-based Holcim, one of the world's largest suppliers of cement, gravel, sand and concrete, has proposed the $600 million cement plant on a 4,000-acre site in Ste. Genevieve County. The plant, adjacent to the Mississippi River, would employ 200 permanent workers and provide 1,000 construction jobs. Holcim US already employs 200 workers in Missouri, most at its 35-year-old cement plant in Clarksville in Pike County. In addition, the company has a terminal in St. Louis and in Kansas City and hundreds of customers in state.
